But it has no effect in practice for the vast majority of users, myself (a heavy user) included.
It is therefore being used as a red herring for people who want to attack VM. And I suspect that for many of the people using this red herring, their current speed is slower than the speed you get from VM
even when the VM speed is capped. I don't know whether that makes it funny or pathetic.
