These are just based on reports to Ofcom, which does not necessarily reflect how many customers of each isp have actually complained directly to the isp. For instance I have not complained to Ofcom but I did let Watchdog know of my issues.
Even so, lets look at how pathetic the reality is compared to the headline stat of VM being the least complained about

So ten people out of a thousand complained about Sky while eight in one thousand complained about Virgin. Hardly a massive difference yet the VM groupies will shout about it and VM may even use it in its advertising.
There is also the fact that VM probably had more complaints overall but these stats are averaged out over 1k customers.
