I thought that was MTV Hits.. there's a lot of duplication on the MTV bouquet.

It used to be suggested that they used their daytime slot on 5 USA as a gateway onto cable. No real surprise that the channel will be appearing in its own right now that they no longer have the slot on 5 USA.
