It could be anything but when newspapers don't have to reveal their sources and use language to cover themselves then they can pretty much write anything. A club being 'interested' for example is nothing. I tend to ignore stories that don't have a statement that can be wrong. So saying a club has made an actual bid or is in talks is far more substantial and they can be proven wrong.

I wouldn't be too bothered at £23 million but any more is taking the mick. £23 million would not be a bargin and Everton would have done well.
That said I doubt we actually know the circumstances of any actual deal. I remember M'Vila last year when we were 'haggling over a few million' and 'Spurs are ready to swoop in' and we hadn't even expressed an interest.
