Which would make sense if the channel shows programmes for which UKTV has FTA rights,
which are already available to Sky / VM viewers on Alibi / Watch etc.

Channels starting as Freeview exclusives usually end up on pay tv at some point.
Maybe UKTV is using the channel to see how popular the format is on freeview. With a view to merging it with another channel at a later date, assuming it is successful and they purchase FTA rights for the rest of the programmes.
