It would depend on where the noise was. Like on VM, upstream and downstream uses different parts of the spectrum and interference may affect one and not the other. The frequencies allocated for upstream are 10% of those allocated for downstream, so it's a lot smaller target for, say, random interference to hit.

In respect of the OP's line, I would really prefer to see actual line stats, if not a DMT graph. That would require access to the modem - what modem do you have?
