Definitely deserves more investigation. Its possible it is a trial of some sort but hopefully its a sign that openreach fibre is in the area.
Personally I would see the lack of VM a blessing. Means you won't get stuck in to a contract with Virgin, stopping you from getting a proper quality unlimited fibre if it became available
