So it appears that any country in the EU that has CB has to "share it" with countries that don't as long as the parents are paying compulsory NI's in the country they are working in .

Since quite a lot of the parents are only earning minimum wage or very close that won't be a lot of NICs paid ,about a fiver a week NICs and about 8 quid for tax .I don't think those maths add up to cover the cost
