Then ask for the contract telling the council you agree to thier term of agreement ..... no contract no power against you.

Have no binding contract with them hence they have no power over you or anybody else. If you asking I have used this twice once a parking fine th other speeding x 3 times, walked out of court as free man no points or fine. The whole contract thing is base on the book law > maga carter what the uk was built on from the very beginning not the current "acts" they try to make us think are law > they illegal uninforcable to any person with knowledge.
