Buffering on TV catchup

Missed out on a program yesterday so decided to watch on catchup.
The program (BBC1 HD) was continually buffering for part of the 30min the program was on. (Maybe 5/6 periods of 2min buffering)
Only on 20meg via Ambit for main service which my wife was using via her laptop.
Only had Tivo since just before christmas, not used to buffering issues full stop.
I take it it was a Virgin issue rather than program playing up?
