You're likely swapping from an older DOCSIS2 Modem. The reason they insist on an Engineer is because the DOCSIS3 stuff is a lot more picky about the signal levels, which the engineer may need to adjust at the cab (although it's usually just an attenuator). When I worked at virgin, just after the superhub came out and they simply sent them out, quite a few customers would be left with no internet as the SHUB couldn't connect, whereas their older SB2100 or whatever worked just fine - the catch is you can't just "Swap back" once you've activated the new hub.
They'd need a tech to fix it, but they'd be without internet for sometimes over a week until they could get the engineer visit.
