I would deem 13/14/15/16 as teenage years but obviously it would depend on the circumstances, the parents trust in their child, and how knowledge they perceive their child to be on these matters. It's obviously different if you have reason to suspect something.

However, most kids will not end up in these circumstances. We cannot have a generation growing up in a society that lives in constant fear of perverts, as if they lurk around every corner. They can be taught not to trust strangers with personal information/contact in the same way we all grew up warned not to get into a strangers car.
