So what are you saying then?
he never went to the interview? he must have had his money stopped for something else? he hasn't been classed as fit for work?

The way I see this is that it isn't about getting people back into work at all. it's just to downgrade people into a catagory that pays less.
they don't expect these people to work even. they know these people won't work. and there's a very big chance that they will never be given a job interview to attend.
it's just all about cutting money. and hoping that they don't appeal. otherwise the benefit will be reinstated in a high percentage of cases.
