Puzzled - 1GB downloaded in 5 mins is around 3.33MB/s or 26.66Mb/s i.e around the 27Mb/s that you originally reported.

here for a better, multifile, test but I suspect (as per Ben's advice in post 2) that your ethernet card driver is to blame.
