Windows 8 is quite a bit different to Windows 7. Even if they hadn't introduced a new UI there would be many changes that would make the upgrade worthwhile. My answer to your question is that if someone decides to use the old style Start Menu that are still benefiting from many of the Windows 8 improvements.
