After shovelling out mud and less pleasant stuff from a friend's place in Devon, and seeing on her ground floor walls exactly how far the water rose into her house, I will be diplomatic and congratulate the State of New York for their forward-planning.

To balance my comments: a good friend in WPB Florida was in fear of his life a few years back. The year before 'Catrina' I think. He 'hunkered down' and still breates in and out My neice and partner sheltered in their hotel bathroom during Catrina's rage. They still breathe in and out too.
