Even in cases where it was reported, little if anything was done with it. And this doesn't seem restricted to the BBC or Stoke Mandeville or Jimmy Savile. Just look at the scale of the abuse in the Catholic Church. How could that go on for so long without people speaking out.
I think with the Church it has to have something to do with the scale of the organisation, and also the fact that you are going to be accusing a body of moral, spiritual ethics as such. Jimmy Saville was one person. WOuld he heve yielded so much power to stop people speaking out about him.
