Pricing for internet hasn't been linear since a penny a minute 56k dial-up. No ISP charges double for double the speed as most of the charge is administrative with probably little going to the cost of the product itself.
The issue here is that VM (and many other ISP's) tend to leave people on legacy pricing due to contracts signed when that product/service was installed.
