They'll have resegmented, possibly. It's the only explanation. You went from 4 DS to 5 and moved upstream into an upgraded range. It just strikes me that they haven't taken network segment loads into accouint when they stuck several localities onto a particular segment.
That would explain the symptoms you describe.
