The attached image shows the process. The CM has to find an US channel in order to send it's initial ranging request. If the CM (SH) is not in a state of grace for whatecver reason, then a reboot is the only way of getting a proper request process. If it is in a state of grace when the glitch occurred, it won't need a reboot.

As broad as it's long.
