192.x.x.x i.e 192.0.0.0/8 is not a 'Class C address' - Class C network addresses are 24 bit in the range 192.0.0.x (192.168.0.0/24) to 223.255.255.x (223.255.255.0/24) with an 8 bit host address 'x'.
