No, they can't. Only Openreach engineers can order profile resets, and they have to be physically on-site with a line tester to do it. Sky can only request an engineer visit, what the engineer does is up to Openreach.

The only thing they have control over is whether the line is put on Standard, Stable or Super-Stable profile(s). These are just different error thresholds for the application of rate-limiting and interleaving but none turn them on or off by themselves.

They have zero control over the fibre. Even standard Openreach engineers (including those that install FTTC services) have zero control over the fibre, and can't even access the FTTC cabinet.
