Start with TCPOptimizer: - http://www.speedguide.net/downloads.php/

Install the latest version. If you are using Windows 7 run it in administrator mode. Go for optimal settings. Set speed at 100Mb+. The programme will ask you to reboot.

Thenry was probably also alluding to making sure your system is running smoothly without clutter, corruptions and malware. You can sort some of this out with Windows tools but could do with acquiring purpose built tools. eg. Diskeeper, Tuneup Utilities, Microsoft Security Essentials and Malwarebytes.

Folk here will argue about what utility suites to go for. Some are free. Some will cost about £20.00.

Of course you may find that your processor isn't up to it, even after you have tuned your system. Speed tests use up a lot of processor time. If that is the case, don't worry unless you really want too upgrade your processor. You are getting 60Mb anyway. Don't rely on tests alone.
