Downstream power looks fine, upstream is on the high side but still within "tolerance" and wouldn't cause the issues you're describing. Just a quick question, wired or wireless?
It's possible that it's just local congestion.
It may be worth registering at
www.community.virginmedia.com and starting a thread there. A VM forum tech will then be able to check over your connection and look over your line in more detail.
