Top competitive gamers who are anal about latency will have leased lines or are lucky enough to use ISPs who serve only their local area with their own network and don't have to worry about hundreds of thousands of customers.
You just aren't going to get the sort of service you want unless you do the same.

Ok, could you give me some more information on "leased broadband lines", because it's the first i've heard of these, I understand though that businesses get leased lines. How would I go about finding a leased line in my area and i'm guessing cost per month will be extremely high? I don't mind spending though as this is really important to me, I need to fix this problem with ping/ latency.
