It might be a good idea that when an offender reaches half of the maximum penalty points, he is banned from driving altogether for 2 weeks or a month, unless it's part of his job, then in that case they get a larger fine and a warning that if they're caught speeding again, then they will lose their license for the 2 to 4 weeks.

although i feel alot of fines are only there to generate income i think points alone misses the real point of having a penalty which should be to learn to drive better
i think that community service preferably involving helping those hurt by bad driving maybe with driver education classes would be far better
