Penalty points alone should be more than enough to stop most drivers from speeding offences.
It might be a good idea that when an offender reaches half of the maximum penalty points, he is banned from driving altogether for 2 weeks or a month, unless it's part of his job, then in that case they get a larger fine and a warning that if they're caught speeding again, then they will lose their license for the same period.
