Which is basically what I postulated fwiw earlier in this thread:
" …..STMv1.3 is limited to max 40 policy rules and earlier STM versions only had max 20.
Therefore depending on the version implemented on a specific DOCSIS3 chassis and number of concurrent service tiers(2,10M,10L,20XL, 50XXL, L30, XL60,100/120 etc) available on a specific CMTS being managed there could well be an insufficient number of policy rules to "manage" all subscribers….."
