Only insofar as you can put any IP address you want into the monitor, changing his own IP has no bearing on it whatsoever.

Ideally, it would but not necessarily. The CPC doesn't issue any IP addresses.

There is no reliable way for a user to find out what CPC he is on anyway, in practice he would have to contact 2nd/3rd line VM staff to find out.
