I'm correct, I still have 2 ping monitors from 2 previous IP address I had on Virginmedia and 1 from talktalk aswell as my Sky IP.

The ping monitor reponds by pinging an IP address if the device its connected to responds to pings it will show on the ping monitor. As you know as you have set-up ping monitors for commercial IP's. The ping monitor does not have to ping your connection, Just an IP address.

So you setup a ping monitor and the ping meter will ping it, then get a new IP but you don't delete your old IP ping monitor you just start a new one. Now for a while the first ping meter will show a big red result or nothing. Once a new CPE that is configured to respond to pings picks up that IP it will start showing results again.

As for changing port I often changed customer premise card on virginmedia when changing my IP. So quite politely I am correct.
