Quite the opposite. As can be seen from
this site, the first Google result for "Windows 7 free download", all versions of Windows 7 remain freely available for any member of the public to download from Microsoft's own digital store servers, without any subscription or license checking.
In fact, they used to require a login but no longer do, having opened it up to everybody now.
