I don't see a problem with special offers for brand new customers, which are better than current customers out of contract. After all, we were all once brand new customers and got that special offer at some time.
Where VM cause problems in my view is by giving some current customers Tivo free of charge and others have to pay for it. I understand why those who don't get it free, when others do, kick up a fuss; I would do the same if I was adding Tivo now.
