dont understand " Arrest to allow the prompt and effective investigation of the offence " shouldnt mean arrest every one. The parents are unlikely to flee most likely would have been quite ( happy may not be the right ord here ) willing to stay in the area or would be willing to attend an interview if needed i realy dont see any one could justify arresting them.
