The £20M transfer fee has been flatly denied by the club (in an interview with Damien Comolli himself).
There was an excellent article in the FT a while ago on the moneyball factor with focus on both Comolli and Arsene Wenger in his use of statistical analysis to support transfer activity. And here it is:

My concern over this approach at Liverpool is that the strategy is very much at the mercy of a previously untested relationship between Comolli and the manager. This is something that soon soured between himself and Jol at Spurs when things started going badly. Does Kenny really have the last word on transfers? Apparently he does but I am pretty certain that he is working within boundaries beyond his control.
