THey have always recycled the majority of boxes, and just left enough at the front of the store.

You can't get better recycling than being used twice, and then being put out in someones recycling bin.

That's just some manager going over the top with their risk asessment. Costco are an American company, so if any company was going to be scared of being sued it would be them.
