Sounds exactly like the treatment I got from Leaseweb, for which I'm boycotting them too:
They sent me an invoice on the 3rd of November, dated 1st November. A week later they demanded I pay a 125 euro reconnection fee for failing to pay before 20th of October. I pointed out that would have been impossible because the invoice was generated on 1st November. They said they sent me reminders in October. I said that was impossible, the invoice didn't exist until November. They said I was being uncooperative and would be disconnected.
I told them where to shove it.

Not that odd at all. Downloading depends on being able to send a consistent and reliable acknowledgements back over your upstream.
