Winstanley, who made the last four of the British Darts Organisation's Lakeside event in 2011, was one of four players to win a card at the PDC's qualifying school on Saturday.
The 30-year-old won five matches on day three of the q-school at the Barnsley Metrodome, his final victory - 6-1 over Matt Clark - earned him the tour card.
