I'm not say he definately will and neither are Virgin.
The statement is that 'some' customers may require a free engineer visit as part of the speed doubling and those that do will be advised by Virgin. That applies to all tiers - including possibly 'some' customers going from 50Mbit to 100Mbit
If I'm wrong on that and all 50Mbit customers get a non-engineer increase, then that's a win for everyone.
