If i were virgin i'd increase the the throttled speed from 5mb to 7mb for the new 20mb tier and increase the amount allowed to download till that is triggered. That way hardly any customers will be affected by netflix hd.
Netflix u.s has 1080p btw, u.k doesn't at the moment, i'm sure that will change in 2012/13 in which case virgin would get a ton of complaints for throttling. Virgin need to start figuring out their strategy for the 20mb tier in regards to this.
They could just allow users to use iplayer/netflix/lovefilm and not count that bandwidth towards their max allowed amount before triggering 5mb that would solve everything but can't see virgin doing that.

You have to remember that Virgin needs incentives to get people to upgrade. The 20Mbit will be the lowest tier they offer, it's the baseline, the equivalent to BT's lowest which has a 10Gb usage limit, or even the 40Gb usage limit - imagine how quickly you'd hit either of those with streaming.
