Fair point, but as long as exceptions can be made, there may be other reasons that come up that justify it.

Assuming obviously, they have an accurate record of who has what, can exclude existing Superhub owners, and have ways of dealing with customers who have e.g. two modems or inaccurate records. Chances of VM getting all that right? :P
