That would be a great idea, but you can guarantee that some civil rights group would be up in arms about it......what about the human rights of the victims I say?

What a stupid statement!!!
Sirens are there for the safety of other traffic as well as emergency vehicles. You have no idea at all why the police car was using it's sirens to go to the police station. It could have been for many reasons, including someome kicking off at the station, and officers sending an urgent assistance message.
Emergency vehicles only drive at high speeds when it is in the interest of the public to do so. They don't do it for the fun of it.
You can't switch sirens on and off gradually
