Normally if the line is inactive and passes through a window or is attached to a window there is normally an "accident" (you know how brittle those old BT lines get with age).

A lot of the times a separate contractor is bought in to remove arial cables or any other cable attached to the windows/roofline except the BT lines which have to be BT contractors before i get on site because as you say it takes months for BT to get into gear for what is a 10min job
