My conclusion is that either you are actively advocating drunk driving (you appear to be arguing that driving sober is more dangerous), or that you are naive enough to believe that all accidents are caused by a driver, drunk or sober.

I watched a programme years ago where they did a little experiment to show the effects of drinking on our driving abilities. It was not an exhaustive test by any means, but they had six experienced drivers drive a car simulator. They measured their performance sober, then gave them a few alcoholic drinks each (enough to push them just over the limit IIRC) and repeated the tests with the drunk drivers. Every single one attained a lower score than when they were sober.

Sorry to bust your bubble, but most drunk people are more likely to take chances, and have slower reactions than those who are sober. That's assuming they don't pass out at the wheel.

As for all accidents being caused by a driver, this is stupid. What happens if a small child runs out 6 feet in front of a driver doing 30 in a 30 limit? Who caused that accident? You appear to assume the driver would be responsible. What happens if a tree falls in the road? Is the driver responsible? Drivers are responsible for a lot of accidents, but a lot happen that they aren't responsible for as well..
