I fear you are correct and you can bet a Tobin Tax wouldn't have got so much support from Merkel and Sarkozy if the 'City' was in Berlin/Paris and contributed 10% of German/French GDP. I wonder why?
The French and Germans are quite happy to sideline the UK since they believe the UK is all that stands between them and the superstate they believe is the only way forward.
