BT Master socket <> ADSL Filter <> Router <> PS3

Get rid of things like the surge protector and get the wiring as simple as possible. It may or may not make a difference. ADSL speeds largely depend on the quality of th phone line and it's distance from the exchange so chances are it is nothing to do with how your home is wired, but you want that as simple as possible so you aren't creating more overheads.
