The President is the head of the executive branch, not the legislative branch. The president's job is to govern the country, not change laws.

That said, certain things the president will want to do will involve changing laws, and so the president may also put bills to the legislature (Congress and the Senate) just as our Government puts bills to Parliament. Nevertheless, it's a misconception that any Government's primary purpose is to change laws. It really isn't all, or even most, of what a Government does.
