Whether or not you have a TiVo or other PVR (not everyone does) time-shift channels can still be useful. Those with recording facilities may have all of their tuners in use , neglected to record a programme or missed it due to unforeseen circumstances. I would have thought that, with the availability of TiVo, PVR, rewind live TV and various On Demand players, the rights issues were already covered and all programming could be archived by the carrier for 24 hours, 48 hours* or 7 days. It might mean viewing programmes as aired complete with the broadcasters' advertising but that's already the case with some of the existing options and the same as if you watched it live anyway.

Okay, in the current linear channel setup +1s for every channel is not really feasible but using the On Demand service or with a new delivery mechanism, such as IPTV, it could be possible.

*IIRC, when VCRs were first introduced in the UK you were allowed to record programmes and keep them for 48 hours only after which they had to be erased. Obviously this was impossible to enforce and most people weren't even aware of the ruling but it sets a precedent for at least 48 hours of access to programmes after they are aired.
