Please bare in mind that ping times are only an indication of latency from you to wherever your testing to - so speaking generally about ping times is kind of misleading.

If you are doing several things at once on your connection - ie downloading music whilst playing a game - you can se QOs on most routers, and get programs that prioritise outbound traffic on your PC - this can have a massive effect on latency when gaming - I'm an avid counterstrike player and do this on my own PC

you can also use tools like winmtr and pingplotter to help identify what point on the route is causing issues (if there is one) and contact the relevant people to get it sorted
