That happens a LOT - Manpower confirmed it for me.
A few years ago I was out of work and applying all over the place. I saw some jobs in Manpower's window that I would have been ideal for. I jumped through all the hoops of filling out loads of forms as agencies like you to do and when I didn't get so far as an interview I asked them why and one of their people told me they often put jobs which don't exist in their windows as they have targets to meet, for example x number of IT Graduates etc on their books at any one time so they make up jobs that people with those types of qualifications will apply for.
I asked if that was legal and she replied "Probably not but all agencies do it at some point or other". I asked her if she thought it was ethical and again she just said that "all agencies do it".
