Yes, You were getting at most of that. However I don't think it was especially indicative of China's society, I suspect that the gender of the child didn't matter much in this case.

I know that there are some cases of newborn baby girls being abandoned or worse by their parents in China, Asian cultures a lot of importance on having a son to carry on the family line and that is troublesome in a country that had (has?) a one child policy.

However that is not a common practise in China, most families don't do that because they are not inhuman. It's also not that they don't care if a girl lives or dies, it's just that they would prefer a son in their own family. So it doesn't explain why they left this girl alone in the road.
